NON-PARTISAN CONGRESS

We are thrilled to announce the launch of Non-Partisan Congress,  Inc., an educational and advocacy organization poised to reshape the political landscape of the United States, by catalyzing public awareness of what Senator Chuck Grassley has referred to as “Congressional Royalism” – the practice of Congress writing laws in such a way that Members of Congress are exempt. 

Our initial focus will be on Title 5 US Code § 7324, a law that prohibits partisan political activity by Federal Employees during working hours.  A law from which Congress has exempted itself.

99.97% of Federal employees obey Title 5 US Code § 7324,   by leaving partisanship outside the workplace.

Interestingly, nonpartisanship is correlated with MUCH higher public approval.

The American Customer Satisfaction Index finds that those parts of the Federal Government where employees obey Title 5 US Code § 7324, leaving partisanship outside the workplace, enjoy approximately 70% public approval.

Congress does NOT obey Title 5 US Code § 7324. 

The 
monthly Gallup poll of public approval of Congress is usually about 13% +/-.
Non-Partisan : 70% +/- public approval
Partisan:  13%+/- public approval

OUR PLAN

Through outreach to Members of the incoming 119th Congress, Non-Partisan Congress will promote the formation of a new, informal Congressional Caucus, The Non-Partisan Congress Caucus, for the purpose of educating Members of Congress of the many benefits of keeping partisan organization out of the Capitol, as will be required when Congress relinquishes its “royalist” exemption to Title 5 US Code § 7324.

This initiative is a continuation of earlier efforts by Senator Grassley, the late Senator Joe Lieberman, and other Congressional leaders to make Congress subject to the laws Congress passes.

In the case of Title 5 US Code § 7324 , there will be questions: “How would Congress operate without Party Leaders, without Party Caucuses, without Party Whips” ?

There is already, for almost ninety years, a successful demonstration of how a non-partisan legislature works, in Lincoln, Nebraska. (Just the Non-Partisan aspect, not the unicameral part.)

WHY WILL NON-PARTISAN CONGRESS SUCCEED?

Many efforts at Congressional reform over the years have enjoyed, at best, marginal success.  What makes this model any different?

First, it is already proven.  It is not experimental.  In Nebraska, it is consistently supported by both voters and politicians.  It has endured for almost 90 years.  Implementation in Washington will look different than in Lincoln, but the model is robust, it has stood the test of time, and is overwhelmingly popular

Secondly, it’s already the law.  Partisanship in the Federal workplace is already a crime, under Title 5 US Code § 7324
