Members of Congress have created hundreds of “caucuses” – coalitions of Members from both parties - focused on a shared interest. Here are just a few of the hundreds of actual Congressional caucuses, created by Members, in recent years:

Together, we will educate our elected public servants  why they should create a new Congressional Caucus, the proposed  Non-Partisan Congress Caucus.  This initiative uses Members' own public commitments that "NO MEMBER OF CONGRESS IS ABOVE THE LAW. NO EXEMPTIONS" to influence Members to make 5 USC § 7324  - the Hatch Act - apply to Congress – ultimately resulting in a nonpartisan Congress.

Empowering a Non-Partisan Future: Our Initiatives

We are dedicated to fostering a more collaborative and effective Congress through a series of transformative initiatives:

   Creation of Training Materials & Programs for Non-Partisan Congress Advocates: Equipping advocates with the knowledge and skills to champion non-partisan governance.
   Implementation and Maintenance of a Non-Partisan Congress’s Outreach, Communications and Social Media Efforts: Amplifying our message and engaging the public through our strategic communication campaigns.
   Completion of the Non-Partisan Congress Documentary: Capturing the journey and impact of our movement to inspire and educate.
   Support for Creation of a New Congressional Caucus for a Non-Partisan Congress: Building a coalition within Congress to promote non-partisan collaboration.
   Planning for Our First Convening in D.C., in Early 2025: Bringing together leaders and advocates to strategize and celebrate our progress.
  

Research and Publication of an Implementation Guide: Providing a comprehensive roadmap to transition Congress from partisan to non-partisan.

To reiterate:  5 USC § 7324 (the Hatch Act) states: 

A Federal “employee may not engage in political activity while the employee is on duty"  .  

As Senator John Thune - echoed by former House Majority Leader, Representative Steny Hoyer,  and others - said :

“We are all Federal Employees.” 

Further, the HOUSE RULES and MANUAL [the HOUSE “Bible”] states :

"the laws shall bind equally on all, and those who make them shall not exempt themselves."

Furthermore, countless Members of Congress are on record (the Congressional Record and the C-SPAN Video Archives), quoting James Madison:

"The house of representatives...can make no law which will not have its full operation on themselves"

Conclusion: when Congress Members operate with Party Leaders / Party Caucuses / Party Whips within the Capitol or Members’ offices, they place themselves  above the law (Title 5 U.S. Code § 7324, that prohibits partisan activity in Federal workplaces).
